Do not spam chat

Spamming chat is consituted by spamming messages that appear to players, this includes:

• Adverts
• Proximity chat
• OOC
• Yells
• Broadcast
• PMs
• Admin Chat (asay or otherwise)
• ANY other avenue that a message may appear to players in the chat window
